Municipal management software

Complete council management, from bylaw to payment

Taxes, revenue collection, seizures, population register, fines and public accounting in a suite that we develop, implement and maintain ourselves. Over twenty years in production in Ibiza’s town councils, and now with artificial intelligence.

  • +20years in production
  • +60campaign processes
  • 13integrated modules

The suite

Thirteen modules that share data, contact records and the street directory

Each module works on its own, but together they mean nothing is keyed in twice: the tax roll feeds the bills, payments flow into the accounts automatically and enforcement picks up whatever was not paid in the voluntary period.

The revenue cycle

One single flow, with no spreadsheets in between

  1. BylawCharges, tax rates and tax benefits for the year
  2. Tax rollCadastre, DGT (traffic authority) and IAE (business tax) data loaded and reconciled
  3. BillAssessments and bills generated during the campaign
  4. PaymentC60 bank payment slips, SEPA, Bizum, card and counter
  5. EnforcementPayment demands, notices via DEHú (the government e-notification service) and seizures
  6. AccountingCash reconciliation and automatic posting to SICAL
Tax management

Tax rolls and assessments with the calculation in plain sight

The complete tax office, now also in the browser, with nothing to install on staff computers. It loads the official files, calculates each tax according to the bylaw and keeps a record of how every amount was reached.

  • Urban and rural property tax (IBI), vehicle tax (IVTM), business activity tax (IAE), fees and levies
  • Land value tax under both the objective and the actual-gain methods, applying whichever is more favourable
  • Construction tax (ICIO), assessment decrees and tax simulations
  • Tax relief and exemptions, bulk-loaded from Excel, with expiry tracking
  • Cadastre (PAD, DOC, VARPAD) and DGT files; notifications by post via SICER (Correos’ certified mail system) and electronically
  • Role-based permissions and an audit log of every query and change

Revenue collection

End-to-end collection, from the counter to the accounts

Each debtor has a record with all their debts, their status and their history. Taxpayers pay however they prefer, and each payment is applied, reconciled and posted to the accounts without anyone having to step in.

  • C60 payment letter, payable at the counter, at the bank, by card online or with Bizum via QR code
  • SEPA direct debits, with an automatic second batch for returned debits
  • Daily cash reconciliation and posting to SICAL; write-offs, uncollectable debts and time-barred debts
  • Enforcement orders, instalment plans, deferrals and suspensions
  • Notification via DEHú and SICER, public notices in the BOE and BOIB (the state and Balearic official gazettes) and debt exchange with the AEAT (Spanish Tax Agency)
Phone, card, coins and a bill: payment through any channel
Seizures

The C63 standard in six phases, with nothing slipping through

Bank account seizures are generated, sent to the banks, applied and notified from a phase-by-phase dashboard. All other seizures follow the same model.

  • Bank account seizures via C63: orders, bank responses, attachments, releases and collections
  • Vehicle seizures and immobilisation orders through the DGT
  • Wages and salaries, tax refunds and Social Security enquiries
  • Notifications with long-term electronic signatures, a verifiable CSV (secure verification code) and a payment QR code
  • Demands and seizure orders generated in batches

Tax roll campaigns

The annual campaign, in guided processes that are simulated before they run

What used to be dozens of scripts and a manual for each council is now a list of named processes. Each one is first tested in simulation, reconciled against the approved tax roll and only then run.

  • Over 60 processes: Cadastre rolls, bylaws, bills, SEPA batches, mailings and closing
  • Simulation without touching the database, with the affected records ready to export
  • Reconciliations, a checklist and a comparison with the previous year
  • Reports for the comptroller’s office: tax benefits, uncollectable debts and collection forecasts
  • AI reviews every simulation and flags conflicts before they reach the bill

Traffic fines

The fines case file moves forward on its own; people handle the exceptions

We manage the full penalty procedure, from the Local Police ticket to enforcement. The new version automates every step, keeps watch over deadlines and uses artificial intelligence where staff used to check by hand.

  • Import of tickets and photos, registered keeper lookup with the DGT and penalty point batches
  • Notification channel chosen automatically: DEHú, DEV (the DGT’s electronic road traffic address), Correos post, public notices or international channels
  • Decisions with an official electronic seal and CSV, and automatic transfer to revenue collection
  • Citizen portal to identify the driver, submit objections or pay at the reduced rate

New · artificial intelligence

AI reads the number plate in the photo and prepares the response to objections

It compares the plate captured by the speed camera with the one on the ticket and validates clear-cut cases by itself. It classifies objections and drafts a reply for the case officer. When in doubt, the case goes to a person: nothing is ever closed by mistake.

  • Reads the evidenceNumber plate, vehicle type and match against DGT records, each with its confidence level.
  • Prepares the responseClassifies each objection and leaves a draft for the case officer to review and sign.
  • Stops when in doubtAnything unclear goes to the exceptions queue, with the reason why.
Population, accounting and e-office

The rest of the council, just as well covered

Figures on a town map

Registrations, removals and changes of address validated against the street directory and INE tables; certificates of registration, household and residence; the IDA exchange file and handling of INE error returns; periodic renewals for foreign residents and population pyramid.

Charts on an accounting ledger
SICAL public accounting

Expenditure and revenue budgets, invoice register with FACe (the public-sector e-invoicing hub) and ADO phases (authorisation, commitment and recognised obligation), payment orders and SEPA transfers with a prior AEAT check, payment letters, the General Account and tax forms 347 and 997.

Tablet beside a house and an official notification
Taxpayer portal

Citizens log in with Cl@ve (the Spanish government’s digital identity system) or a digital certificate, check their bills, pay by card or Bizum, download signed receipts and set up direct debits for their taxes without visiting the office.

More modules

For the day-to-day work of every other department

Building permits

From the citizen’s first contact to the completion certificate: information requests, technical and legal reports, requests to other bodies, suspensions, numbered permits, extensions, transfers, partial completion certificates and photos in the case file itself.

E-government

Implementation of, and training on, e-administration platforms: case files, incoming and outgoing registry, exchange via SIR, e-office, e-signature and Cl@ve identification, so that online procedures have the same validity as in-person ones.

Internal control support

Support for the comptroller’s oversight function (prior review of expenditure and revenue, formal and material verification of payments, checks on investments and grants) and for ongoing financial control and public audit.

Vehicle access control

Vehicle access permits paid through Redsys (the Spanish card payment gateway), camera-based number-plate recognition and a penalty procedure with notification via DEHú and SICER.

Bulk email

Generates and sends C60 payment letters, notices to direct-debit payers and outstanding-debt statements through Microsoft 365, with address validation and duplicate checks.

Payment letters and other revenue

Revenue that does not come from a bill, with its own payment letter, cash reconciliation and direct posting to the accounts.

How we work

Alongside the council, campaign season included

  1. Implementation

We set up bylaws, street directory, templates and permissions to match each council’s model.

  2. Migration and reconciliation

We migrate contact records, tax objects, rolls and debts, and reconcile amounts with the previous system before going live.

  3. Training

On site at the council, using each department’s real case files.

  4. Support and campaign

Support from Ibiza all year round, with hands-on help during the tax roll campaign and every regulatory change.
