Tax Administration and Collection.

Management software for tax administration and collection departments. The application is made up of several sections: Third Party Management, Tax Administration, Assessments, Collection, Enforcement… It also includes a connection to an online payments module.

Automatic linking of tax registers

For straightforward management of a council’s various registers: registrations, removals, audits and reports. Processes become simpler with the rural, urban, vehicle, waste and other registers brought together in a single application, without losing the simplicity of each task or any of its detail. Searches are more direct and the relationships between data more intuitive.

Integrated SICER notification system

With the Spanish Post Office’s own SICER despatch and receipt system, notifying third parties of the necessary documents becomes simpler still. Once a case and its assessment have been generated in the system, a batch of documents and their codes can be created, which the Post Office sends to the third parties concerned; finally, the status of the despatches is processed to update the status of the documents automatically.

As well as pulling up any case on screen, you can of course print it. Assessments and receipts show all of the relevant information, cleanly structured.

Genuinely useful templates so you do not waste time rewriting documents round off how efficient this application is. It includes an excellent template manager for levies, capital gains and urban property documents

We configure assessments and notifications to your council’s model in full detail, because being able to adapt them does not affect how the application works day to day.

Exchanging information with other bodies

You get maximum portability of your data, because we know that matters day to day: the application allows files to be transferred or exchanged with C.G.C.C.T., I.N.E. and others.

The system keeps modified information stored so that an audit trail can be maintained until you decide to commit those changes to the database. You get extra information along with greater integrity and security, which is essential, above all in the case of the registers.

Support with internal control.

The internal control function covers every aspect of the accounts and the financial management of the local authority, of the bodies that depend on it and, in general, of any organisation within the local public sector.

Internal control at a local authority takes the form of two kinds of activity, both aimed at guaranteeing that the general accounts give a true and fair view and that those responsible manage the authority’s finances properly:

The pre-audit function: its purpose is to examine, analyse and report on every act of the local authority and its autonomous bodies that gives rise to the recognition of obligations or the settlement of rights, before it is carried out. This function covers:

  • Auditing and checking, before they are carried out, the acts and documents that may create an obligation to pay against the authority (for example invoices and works certificates) or a right to collect (for example tax assessments). Control of income may be replaced by recording it in the accounts and submitting it to subsequent financial control.
  • Formal auditing of the payment order, so that the payment intended matches the obligation recognised, that the body is the competent one, and that it follows the priority set out in the funds disposal plan.
  • Material auditing of the payment, aimed at ensuring the payment is made to the rightful recipient and for the amount due.
  • Auditing and physical verification of investments and of grants being applied to the purpose for which they were awarded.


Financial control: its purpose is to check how the services of local authorities, their autonomous bodies, public business entities, commercial companies and other dependent entities are performing financially. It works on two fronts: public audit, aimed at verifying the information in the annual accounts, and permanent financial control, aimed at checking compliance with the law and ensuring that the objectives of economy, efficiency and effectiveness are met

e-Government.

Its purpose is to make it easier to follow the actions taken on a citizen’s application, and to simplify communication between the various departments and the Records department.

SIGEM (Integrated Municipal Management System) is open source e-Government software, and the only one to have been promoted by public bodies:

  • State Secretariat for Telecommunications and the Information Society (SETSI).
  • Ministry of Industry, Tourism and Trade (MITyC).
  • Ministry of Public Administration (MAP).
  • Spanish Federation of Municipalities and Provinces (FEMP).


The role of Tisa Internacional, as a full-service information and communications technology company, is to support councils in rolling out SIGEM, to train every user who will take part in any of the procedures SIGEM is involved in, and to define those procedures.


On top of that, SIGEM is part of the Plan Avanza programme for modernising public administration, so it integrates automatically with other solutions in that programme (LocalGIS, LocalWEB…).

Its service-oriented architecture (SOA) makes it highly customisable: any of its modules can be swapped for another with different characteristics.

The aim of SIGEM is to put in place a set of functions, key to any administration, that guarantee the right of citizens and businesses to interact with it electronically.

For that right, recognised in Spanish law on electronic access by citizens to public administration, to be genuinely guaranteed, the solution in place has to address the mechanisms that give electronic processing the same validity and effect as acts carried out in person and on paper.

All of them require digital certificates and encryption. SIGEM meets the specific regulatory requirements on electronic signatures: Spanish Law 59/2003 on electronic signatures, and Directive 1999/93/EC of 13 December, establishing a Community framework for electronic signatures.

Building permit case management.

What the Building Permit Case Management module is for.
Rolling out the Building Permit Case Management module has one clear aim: to install an application that makes it easier for your organisation to manage the information and documentation of the Works department.

Managing a case.
The moment a citizen comes to the Works department for the first time, to make a request or an enquiry, a case has to be opened.
For subsequent enquiries about it, the system makes finding the status of the case as easy as possible. From a search window that accepts multiple criteria, the case can be located immediately, for example so that a telephone enquiry can be answered as you go.

Closing a case.
Once the permit has been issued, the case moves to the Execution and Completion of Works status. In this status there are various further steps the application helps you carry out.

  • Extensions
    Applicants often cannot finish the work within the time the permit allows and request an extension. The application issues a certificate.
  • Transfers
    The case of the subject of the permit being bought and sold while the work is under way is also covered.
  • Technical completion report
    The technical services can produce the technical completion report, so that the staff managing the cases can access it directly.
  • Images
    If the applicant provides completion photographs in digital format, the application lets you store them in the case itself.
  • Completion certificate
    The application lets you issue the council’s Completion Certificate.
  • Partial completions
    Partial completion certificates can also be issued, for very large developments.


What we mean by a building permit case.
By building permit case we mean any request a citizen may make to the Works department, whether that is an application for a new building, a refurbishment, a certificate of age and so on.

The permit for a case.
The application lets you issue the Building Permit. We configure the permit format your council wants. The application keeps a record of the permits issued along with their numbering.

Steps within a case.
The steps normally needed to manage a case are set out below:

  • Requirements
    Before the Building Permit is issued, the applicant may have to provide some form of documentation. For that, the council issues a formal request. The application lets you issue these requests and track them.
  • Technical and legal reports
    The technical services of the Works department will have access to the application and can therefore produce their reports directly in it. That way we always have access to all of the documentation relating to the case.
  • Requesting documents from third parties
    In some cases the council may need to request information from another official body: roads authorities, planning committees and so on. We keep a history that makes tracking these requests easier.
  • Suspension periods
    Lets you record in the case whether there has been any period in which the work was suspended.

  • Reports
    The application has a powerful tool to make issuing case reports easier. You can obtain the report you need at any time: by location, by parish, by date the building permit was issued and so on.
  • Case record sheet
    The application lets you print a sheet with all of the information on a case: the applicant’s details, the details of the subject of the permit, the budget information, the requirements requested of them, their technical reports and so on.

Resident Register management.

Maintaining reference data.
We provide tools to maintain the information in fields such as countries, provinces, streets, district and section, population centres and so on, which form the basis of the information held on each register sheet.
The application also lets you maintain what we call the street index, which relates each street to a district and a section.

Searching for residents.
At any point in the application that refers to a resident, you have access to the resident search window, which lets you find the information for the resident you want across multiple search fields.

Reports and population pyramids.
The application gives you a powerful tool for generating reports, letting you run any kind of query at any time and view the data you need.
Queries such as “registrations in the municipality in 2003 with their municipality of origin”, “the number of registrations, removals and amendments on a given date”, or “males born in 2003” are simple to run.


Coding to INE standards.
The Resident Register Management application uses the coding set out by the National Statistics Institute throughout, for the different elements of the register sheet. Fields such as street type, level of education and so on are coded, and searches can always be run on their description.
This is done to minimise errors when exchanging information with the INE.

The register sheet.
The Resident Register Management module is designed to minimise the number of errors when entering data on the Register Sheet. So when a register sheet is created or amended, each field is checked against the rest. For example, once a province has been selected, only the municipalities belonging to it can be chosen. The same applies to streets in relation to district and section, and so on.

Issuing certificates.
From a simple resident search, the Resident Register Management application lets you issue the different types of certificate available, such as:

  • Certificates of registration
  • Certificates of residence
  • Certificates of cohabitation
